Could they also do the same for mobile phone use?

I recently started driving again after a few years of not needing a car. I was astonished by how widespread smartphone use while driving has become, i.e. using the phone for things like facebook/whatsapp and not just making calls.

Not a day goes by that on my commute where there isn't some idiot behind me doing the tell tale nod as the they intermittently look down at their mobile and then up at the road. It's completely widespread despite the recent introduction of greater fines.

Completely speculative, but I wouldn't be surprised if many of the accidents with cyclists are caused by drivers using a mobile. Having commuted on a motorcycle in the past, and also having been hit by a car while cycling, I'm very aware of how difficult it can be to spot a cyclist/motorcyclist if you are paying attention. Particularly in an urban environment you really need to concentrate. In this regard phone use is much like drink driving IMO. Unfortunately, we seem to be living in a world of phone zombies who can even manage a 15 minute morning commute without checking out the latest shitty memes on their facebook feed.
