They are not limited simply on account of being “expression” rather than speech. They’re limited because all Charter rights are limited.

Which, I should point out, is simply due to the fact that Canada wrote a specific rule for something that is accepted in every other country. The US has always had exceptions to free speech—fraud is the best example, as it brings direct criminal prosecution for the content of speech—they simply don't have a reasonable limits clause.

Ironically, that actually makes their rights more insecure, as Canada has a specific framework for limiting rights (The Oakes test) , where the US ends up with similar limits, but falling entirely on the discretion of a heavily politicized Supreme Court. There is nothing funnier than being told by Americans whose government has been fighting for 50 years to get partisan judges on their highest court that our rights are not really protected.
