No, it's not unsettling at all and you're exaggerating but looking at your post history all you've done is whine about the game so I'm not surprised. They are supposed to PLAN AHEAD. Yeah, let's not do that and just make a DLC in 3 months that's totally finished like The Dark Below. Or maybe we should plan out an entire year's worth of content that's actually fulfilling. Hmm, I wonder, hard choice! You don't announce the DLC plan and then you have people who won't buy it because they don't know that there will be a long enough content stream and will wait it out. Either way you can't win.

Also you are mistaken, The Dark Below was rebooted not long before launch which is why it was so... small. Everything else was done on a normal schedule. What they did is release the DLC as part of an update, so everyone has it, and then when the DLC releases you don't have to download anything except just an unlock key, and some people took that as the DLC being on disc, when it reality it was added in the previous update. Then they made sure to explicitly state going forward when the DLC was being downloaded in an update.
