Actually, this kind of contradicts your first point in that they make their own decisions. This is a generalization but the older members of the homeless population are usually there by choice as opposed to the younger. Older generations have an entire lifetime to create support networks and figure out resources that are available. Older homeless neighbors (generally) make a choice to be homeless and learn to exist in that environment.

Younger homeless neighbors don't have decades of time building up relationships, learning skills, or etc.

I am just saying this because I had a couple friends that were 50+ and chronically homeless. I learned a lot from them about the reality of living on the street. And for the older folks it is almost always a choice. Not an easy choice, but a choice none the less.
