I’m not sure what you mean in terms of head count, Windsor’s population is ~230,000. You’re correct though, Detroit expanded rapidly during the post-war boom cycle and then saw its tax base crumble with the decreasing prominence of Ford, GM and Chrysler, along with racial tensions of the late 60’s causing many Caucasian families to move to the suburbs. You lose millions of taxpayers and the city is going to die. There has been a few large floods in the Metro area the past few years, and I remember on the news the head civil engineer for the city was asked about potential solutions. He responded that the city has over 5000 miles of disintegrating underground sewer pipes to channel collected rain water and that they literally couldn’t solve it. (For reference, California to New York is about 3000 miles one way).
