Yes they are. What the impeachment process is showing us is that they can potentially abuse that authority to obstruct, and that is a matter which needs to be adjudicated.

I understand you’re talking about current issues. I am saying that the overarching rules and lack of precedent in challenging the bounds of them make this not a black and white thing. Potus has clearly been going for a years long unprecedented power grab, and we as a nation have never had the chance to decide what’s right or wrong in that beyond a reactionary level.
