Well no, the reason that it's super common in anime is because it doesn't land the artist in jail. It isn't illegal, it's just that sexualizing minors is weird and inappropriate no matter what genre you're talking about.

You can absolutely, 100% have young characters and not sexualize it--western cartoons have had non-sexualized kids in them for decades.

The reason people like pictures is not because of the "1000 year old dragon character", it's because they like pictures of kids in sexualized costumes. And honestly? If that's your thing and it's not hurting anyone, then whatever, but it's super weird and inappropriate and I would absolutely refuse to allow that to be on a poster in a room that I share.
