You're understanding of that is very limited. Even more so because you are using it as a comparison in an attempt to validate your initial contention. I have a question for you....it's 2006 and you are employed by a pmc(who won a US gov contract to provide security for a static location in Iraq). Is it legal for your company to purchase weapons 100% legally in the United States and transport them to Iraq? Can't provide security in a war zone without guns. (Keep in mind no one and nothing goes directly from the US to Iraq, probably stopping in Germany, Kuwait or other countries first). The answer is NO. That being said, your company is now in a warzone tasked with providing security but without weapons. How do you get weapons? Maybe your company was able to purchase them from another PMC that finished their contract and is going home. What law/jurisdiction/rules are in place that dictates what would be a legal or illegal way of obtaining firearms? Maybe the purchase of the guns between your company and the leaving company was a hand shake agreement or a "you owe me one back in the US" between the bosses. I could see that being technically a "black market" not through regulated channels deal. Were you picturing a couple guys showing up with duffel bags full of cash to a alley by a dark street in Fallujah to facilitate the purchase of AKs in bulk from local Iraqis?
