Minimal funding? They get 10% of GDP, that is exactly the same as Australia. In fact, the UK government’s share of healthcare spending is greater than Germany at 78/74 respectively. Germany pays more as a proportion of GDP, but they have greater private sector involvement.

As for private care, there is no separate system. There is only the NHS and what private providers can rent from the NHS. Also the whole point of the German model is that it is heavily regulated and subsidised by the government to keep costs low. You are missing the point by pointing to private UK care now as that is the exact opposite of the system I am advocating.
