Too many boats make it feel crowded and like you're not really on the water. People are hungry for beaches and water. It's the only reason why this park is popular because, let's face it, the surrounding areas are super gross otherwise. It's more freeways and construction sites and parking lots like the rest of the city. People drive out to this concrete slab over the water solely because it's one of the few places you can look out on the bay.
