Last time I went to Japan and the fact I’ve lived in Japan for 2 years and known many Japanese people since I my late teens and now in my 40si can tell you for certain that they will give her citizenship. All the other fools who don’t know aren’t going to help you and this is hence why I tried to let you know. I literally have a friend a Japanese woman who got married to a Canadian and had a daughter born in Canada about 5 years ago and her daughter not old has dual citizenship but she also carried a Japanese passport simply by being half Japanese to a Japanese woman born in Japan… but if anything don’t take my word for it why don’t you simply call the Japanese embassy in New York City or WA D.C.
