A comprehensive pro-gun bill, would provide various small improvements to gun rights.

For example, the following:

  • Allow district attorneys to carry concealed in court
  • To allow certain public safety employees to carry concealed anywhere a cop can carry
  • Prevent schools from prohibiting concealed carry in cars on their property
  • Allows people to retrieve guns from locked cars while on school property and use them to defend themselves and others if the need arises
  • Allow concealed carry at the state fair, but not while on rides
  • Eliminate pistol purchase permits
  • Require Sheriffs to sign off on NFA applications within 15 days
  • Prevent employers and businesses from prohibiting concealed carry in personal cars on their property
  • Provide compensation for anyone fired for legal concealed carry in their personal car
  • Allow civil suits against employers and businesses prohibiting concealed carry in personal cars
  • Allow civil suits against employers and businesses for injuries or deaths resulting from the prohibition of concealed carry in personal cars
  • Allow new gun ranges to be exempt from noise ordinances if they are in compliance when they begin operation
  • Restore the ability to get a CHP to those convicted of a few miscellaneous misdemeanors, and provide time limits after which other misdemeanor violators will be able to apply for a CHP again (3 years - currently it's never).
  • Introduce strict requirements for posted signs that prohibit concealed carry by CHP holders
  • Allow suppressors on SBRs for hunting.

563 increases the amount of information NC provides to NICS - apparently 563 is to be used as justification for getting rid of the pistol purchase permits down the road if bill 562 fails.

An anti-gun bill - which would require firearms used for assault or murder to be destroyed by the Sheriff's office. Blaming guns for the actions of bad people.


Senate Bill 648: http://ncleg.net/Sessions/2015/Bills/Senate/PDF/S648v1.pdf

A pro-gun bill - would make firearms, firearm accessories, and ammunition made in NC exempt from Federal regulation under the commerce clause as long as the exempt items are stamped "Made in NC" and remain in the state.

A pro-gun bill - Would create a "Homeland Security Unrestricted Concealed Handgun Permit". Basically an enhanced CHP that allows holders to carry handguns anywhere a LEO could carry. There would be additional requirements to get this unrestricted CHP such as advanced training and a simunitions course, and a regular CHP would be required to apply for it.

A pro-gun bill - Would allow employees and volunteers with concealed handgun permits to carry concealed at a private school with written permission from the school board or administrative director. Would also allow CHP holders to carry concealed at a place of worship which shares grounds with a school.

A pro-gun bill - provides CHP improvements such as:

  • Allowing permanent resident aliens to obtain a CHP
  • Allow people who have recovered from a previously disqualifying medical disorder to obtain a CHP, only a diagnosis of a currently ongoing mental disorder would be disqualifying.
  • Allow people convicted of nonviolent felonies to obtain a CHP
  • Allow people discharged from the armed forces under any condition besides dishonorable to obtain a CHP
  • Reinstate the ability to obtain a CHP for people convicted of various misdemeanors, and provide a time-limit on ineligibility resulting from other various misdemeanors
  • Prevent local Sheriffs from requiring more criteria other than set out in state law for issuing a CHP (such as character references or employment information)
  • Force local Sheriffs to issue or deny a CHP within 90 days of the application filing date
  • Sheriffs can only consider the previous 10 years when evaluating mental health history for CHP applicants
  • There can be no additional fees to investigate mental health history for CHP applicants
  • There can be no additional fees to fingerprint or otherwise background check CHP applicants other than the application fee already prescribed by law.

A pro-gun bill - Would allow for hunting on Sundays, with some small restrictions.

An anti-gun bill - Would give power to the Commissioner of Agriculture (who is anti-gun) to determine whether or not to allow concealed carry into a state fair.

A pro-gun bill - Statewide preemption enhancement that prevents cities and counties from imposing taxes or restricting the manufacture and transport of firearms, ammunition, and firearms components. Any entity violating statewide preemption could be sued and any state or county official that violates statewide preemption could be fired.

A pro-gun bill - Fixes an oversight in the law, and would restore firearms rights to people who were convicted of nonviolent felonies before 12/01/1995 and should have had those rights restored.
