Offshore oil rig leaking oil into the ocean

Ships will have waste water recovery in them. Either via tank or OWS (oil-water separator). If a vessel sheens, at all, it is against the law with some minor exceptions (two stroke motors, permits…). In the US, the fine can range from zero dollars (Letter of Warning) to $50-$10,000 (Notice of Violation), to well beyond that (Civil penalty).

Something like this, commercial source, solid likely be a NOV and the cost would depend on the amount of product spilled. Without knowing the details of the gif above, that actually looks somewhat small. The rainbow part of the sheen is very thin. Not to say I’m missing something, but I’m. It actually seeing a build up of product in the surface. But like I said, hard to tell from just this.

Something like California right now with Elly, would be a Civil penalty.
