[OK] Someone at my apartment complex keyed my car, and left a note with their name and apartment number

OP, I tried to make sense of that note but it took a while given the fact it's riddled with grammar and spelling errors. It seems they accused you of blocking their car in (which is not a crime) and proceeded to overreact with vandalism (which of course, is a crime). Given the very hostile and threatening nature of the note, it's very possible the guy expected you to be fearful enough to "learn your lesson" and just get over it, like a warning of some sort. I think the last thing he probably expected was to be confronted by the leasing office about it and almost face the consequences of his reckless actions, therefore the lie. Do you remember what make and model of vehicle you parked next to that night? If so, and you see him getting into that car in the future, call him out on that lie. He is the perpetrator for sure, people don't just leave random names on threatening notes like that.
