You're shifting the goalposts. You initially said "majority". Georgian Dream do not have the support of the majority of voters. The majority of voters chose other parties. The parties who fell below the threshold are countered by the opposition votes wasted because of single member districts. GD would have had to form a coalition government if it had followed through with it's pledge to move towards full proportionality. Instead, GD holds 60% of parliament with less than half of voters choosing them. Plenty of poor democracies rig the field in similar ways and then claim "democratic Victory".

You don't understand the election observer report either. Democracy is more than just holding a vote. Europe acknowledges that people are able to physically cast their ballot and have it counted but it also acknowledges that the current government of Georgia is doing everything in it's power to make the decision of voters irrelevant. That's why Georgia isn't an EU candidate.
