On call rotation question

Create an escalation tier for the notifications and put him on as a backup. Having a backup is always good. Perhaps everyone might rotate through that as well?

What's frustrating is that everyone on our team is competent and capable of handling major issues that come up. We have a rotation and each of us gets paid to be responsible during our time of that rotation.

He doesn't have seniority. He does whatever you -- or the team lead -- says he should do, and if he doesn't like it, he can move on.

I think the reason this guy is getting away with it is that he is the former team lead for our team and is friends with the current team lead. It really is just an abnormal and perhaps even unfortunate set of circumstances.
