Article 11 and Article 13 is Net Neutrality in a nutshell including GDPR also EU has been doing this type of shit for years especially for international small-business owners here in America, Canada, and Mexico. There's a good reason why EU is failing in their tech market making USA, China, S.Korea, and Japan to have a strong tech market even Canada, Mexico, and other countries in both Central & South America area has a fighting chance to compete in global market from smaller to larger enterprise.

NOTE:

Yes, This will allow large companies to remain as they are now except gives small-companies a fighting edge to compete.
