On which heroes is aghanims just not worth it or highly situational?

Gyro ags is situational, there was a post (i think on r/trueDota2, don't remember where) of someone who started trying it out and found that it worked pretty decently. (they built maelstrom and used ags for the extra procs)

Drows is good if you are going Tesla Drow (mjollnir + ags for tons of procs and multi target dmg).

Situational ags: Earth Spirit (if he can farm it it's good, but not core) Zeus (mainly when you are going ags -> refresher) Visage (good in a drow lineup, awful besides that) Tinker (for teamfight, if you are going for pickoffs you dont need it) Rubick (if they have ags upgrades for their ults) Qop (if you want to fight a lot) Pugna (if he gets a ton of farm and wants to life drain all teamfight) Puck (if everyone you want to dream coil has bkb) Oracle (only really useful on core oracle, on support oracle it's alright but there are better items) Lion (for teamfight) NP (for pushing, though it takes farm from your team, and potentially feeds it to the enemy) Lich (if you can get an amazing ult off) Lesh? (haven't seen much lesh lately so i dunno) Disruptor (if you are initiating with your ult, instead of glimpse and want to prevent them from bkbing) Dazzle (if your team really needs that extra armor) Dark seer (if your illusions need to be able to kill the enemy team instead of your own carries doing the work) Bane (if people are targeting you during your ult) CM (better slows, better for teamfight control of the enemy) Batrider (if you need to lasso 2 heroes because 1 isn't doing it for you) Weaver (you have someone else on your team who needs to be saved more than you do) Venge (if you want the aura and it won't be killed immediately) Ursa (for the MoM SnY ags build) Razor (for pushing) Nyx (for defense) Morph (if you are supporting as morph and want another copy of your carry) Luna (for magic dps over physical dps) LD (for a truly splitpushing bear) Jug (not great this patch, used to be core for the extra slashes) Storm (mini black hole) SD (3 charges for added control) Enigma (for more % based damage during BH) Gyro (as mentioned) Void (if you are the initiator and are fighting a lot) Drow (as mentioned) Bloodseeker (for utility) Undying (for that 10 str steal per decay, not core though, just quite good) Timber (moar chakrams) Tide (if you want the gush spam) Sk (for more disruptive burrow strikes) Pudge (hooks all the time) Pheonix (if you need to save an ally and the enemy can't kill your egg very well) Omniknight (if you are having trouble positioning for a good ult) Kunkka (it's alright, but there are better items) Huskar (for when you go magic dmg huskar (Eblade + aether + veil + ags)) Earth shaker (more mobility, but no damage) Doom (if you are chasing the doomed target or want them to stay out of the fight) Centaur (good for running away/surprise initiations) Bristle (take armor off of the whole enemy team) BM (better range & shorter cd, but there are better items to get) Axe (easier dunks) Alch (ez stats) Abbadon (you have the farm and are prepared to tank. It's a good later pick up on him) Viper (lower cd, lower mana cost, more control for enemy carries) Legion (if they have heroes like skywrath on their team to nuke you down) Spirit breaker (more relevant initiation)

Not worth: naga ags (heal isn't worth it) wyvern (unless you are a troll building right click) Sky (who tf isn't going to move for 12 seconds?) OD (since they reworked his W it no longer steals int) Jakiro (it's awful unless you are fighting solely in a choke point) Wraith king (solely for troll builds, or very very specific circumstances) Tusk (no damage, the positioning it offers is quite poor) Magnus (individually casting empower is way better)
