i didn't say far safer anywhere in my comment. just that rape is higher a problem and probability there [reported rape cases are going to be low, corruption is rife, no one takes female rape seriously and information is surpressed] for indian women. And similar issues in the FSU and Africa for FSU and african women.
seriously just go to somewhere like calcutta or the poor regions of mumbai and spend a few months there and try to argue that rapes are lower. you won't and you'll be sickened at the environment in which you see. have you seen glue sniffing barely older kids being pimped out in the streets of india? Its not an experience i would wish on even my worst enemy.
furthermore look into escorts operating within western europe. very often providers have a no asians/ no black men policy. why?

i have family that are indian, this isn't a irrational response where i got some kinda hate or something. there most definitely is a huge sexual violence problem, and comparing rates of reporting between countries that dont even remotely have the same concepts of policing, the judicial process, or without giving credence to the matter of corruption within the police force, is very disingenuous.
In india and bangladesh they still have people throwing acid in the faces of women that reject their advances, and you're inferring to me that the sexual violence rates is just so because its in line with capita?
heck dont even take my word for it, go and work in the women's shelters over there and you tell me how little rape there is going on in that country.
And saying everything's underreported means fuck all, a qualitative estimate of how underreported different countries have it would be better. Would not be hard at all to do. 10 workers, go to 10 women's shelters in 10 of india's cities for a period a month and record the number of times women come in and are treated or helped in some way because of the sexual violence they'd suffered. Its a estimate because its not reported with the police but it would give you a clearer idea of what i'm trying to communicate.
There is some kinda cultural issue at play here. Very similar to how philipino and indonesian maids get abused in gulf states, how central africa, south africa and liberia have rapes all the time, how FSU countries have no kind of safety protocols for a women to protect herself from a violent drunk husband/boyfriend and crucially how corruption is such a systemic issue in many of these countries.
