Online shopping from UK and addresspal

My understanding is that if I bought from a shop that ships directly to Ireland, the UK vat is removed at checkout and onwards it goes for shipping and delivery where Irish vat is then paid.

This isn't the case with the shop I bought from. I bought from a shop that doesn't deliver to Ireland and so I used addresspal. The UK vat rat wasn't removed but I decided to continue with the purchase anyways and send it to addresspal. I am expecting to pay a custom charge on the purchase but not at the rate they are charging me at. The quote they gave me gave the value of the goods to be 90 euro and that's not the case. I bough items for 40 pounds which is approximately 46 euro. I am willing to pay customs charges at this rate and and any other charges an post applies like the 3.50 charge. I'm not willing to pay a rate for a value of 90.
