Only 3% of jobs posted on Tennessee's website offer more than $20,000 per year

I live in MD, considered a relatively blue state. Back when I worked in Payroll we had to offer healthcare, we have to have a plan that doesn't exceed something like 30% of the employees paycheck -so lets say the most common employee was $12 per hour, so our plan had to cost less than $144 per week (40x12x.3). There was little to no subsidy since we didn't have to do it, so a guy making $25k a year was expected to pay roughly 7k-8k a year for a plan with like a .. $7k deductible?
