Look closer. That is not the age range they are defining millennial as, it is simply the segment of millennials they chose to look at for that particular study, cutting out people at the ends of the year ranges to not introduce the noise found at the transitionary periods between generations.

If you were paying attention, you would have also noticed that Statscan defines baby boomer as 1946 to 1965, but only looked at 1950 to 1961 in your link. They are not defining baby boomer as 1950 to 1961, they are ignoring baby boomers outside of that range due to the aforementioned noise problem.
