The thing is that the Nazis were very compartmentalized. It is very similar to America today(in fact, it is where we learned it from). Now, America has the CIA, FBI, DEA, Secret Service, as well as TONS of black-op navy/airforce programs. The Nazis had a similar power structure, where one hand didn't necessarily know what the other was doing.

They had multiple, almost completely separate programs working on the Nuclear Bomb(and arrays of other technologies, many of which that were never successfully realized by the Nazis). It is similar to if the US was conducting a terror investigation today. Multiple agencies would be conducting largely separate investigations, with SOME information sharing between them(but not always).

Some even theorize that the Nazis had a "fake" nuclear program, specifically to throw the Americans/Soviets/Brits off. It's a Brilliant idea. They supposedly had a "Manhattan" Project that was fake, and whose only purpose was to feed the allies false info about Nuclear Technology, and the Nazi progress towards a nuke. At the time of the start of the war, the Germans were far ahead of the Americans, and World in Nuclear Technology, and Science. Knowing that the allies were looking to spy, this could have been a viable option.

Then, the REAL program would have been hidden. One of the biggest problems with the "Mainstream" interpretation of WW2 history, in regards to the nuclear issue, is how the American caught up, without reverse engineering, or stealing from the Germans. In the 1920's and 1930's, almost all breakthroughs in nuclear science were in Germany(think Heisenberg). The idea that in just a few months/years that the USA was able to undo DECADES of lagging behind the Germany is truly and extraordinary one(if completely unbelievable).

As far as Germany not putting enough effort in? They had multiple heavy water facilities, and TONS of "concentration camps"(aka centrifuges). The Soviets, and Americans had NO motivation to tell the world that some of the German "death/concentration" camps weren't just making linens/helmets and weapons. They were likely creating nuclear material at these facilities.
