Optimization

What do you consider "smooth"? I'm sort of in disbelief at how badly it runs on my computer. I have i7 4790k and gtx 980 @ 1440p. With everything on the lowest possible settings, at even at 75% sample sizing, I can't keep over 100 fps.

I just don't see what the point in having the option of higher level settings than medium in this game is... because I don't see how you could ever get the FPS to a high enough level to justify it. It looks decent on ultra. But I wonder if even with the newest processor, and a 1080TI classified, if you could hit the 200FPS that is desired, to take away screen tearing.

If you lower setttings too much... it's hard to see far away enemies(which greatly detracts from the game).

If you don't lower settings, you constantly get screen tearing.

If you put on vsync, you now have latency that puts you at a severe disadvantage.

And on top of it... it's not like the game looks great. I can run the Witcher 3 at nearly max settings 60fps constantly. The fact that I can barely do 80fps constant, on the absolute lowest settings, with everything disabled, and even reduction in sample sizing... seems like INSANELY bad optimization.
