Oregon considering fine for people in Washington trying to redeem bottles in Oregon

Do they have any real data on how many illegitimate bottles get returned? Or are they just stoking fears of of those evil Washingtonians, trying to steal $14.40 from Oregon during their visit?

So let's say we have one full-time law enforcement position dedicated to stopping this (across the entire Oregon/Washington border), at what, $100k total cost (?), you'd need 400 successful prosecutions to recover that cost. Which also takes up court resources.

And what if the LEO doesn't catch anyone, or there are successful defenses for all issued violations, this means at a minimum, you'd need to stop the flow over over 1 million illegitimate bottles to recover the cost.

"they know are from out of state"? How do you even prosecute that? "I found these cans in one of the garbage cans in Forest Park - I had no idea they were from Washington" seems like a reasonable defense.

It would be simply require the bottlers/distributors to print a unique barcode for products sold in Oregon and then Washington bottles would be automatically rejected by the machines.

What a stupid waste of legislative effort.
