That puts reviewers in a bad spot. They have to delay their review for a patch that will supposedly fix things? And what if it doesn't? They delayed the game for nothing. It wouldn't be the first time a promised path didn't fix everything like people hoped.

Maybe they can complete the game and just do a quick test after the patch releases. But is the test area representative of the entire game? Can they really say for sure the patch fixes the issues without going through the entire game again?

There's too many pitfalls. Instead it makes much more sense to review the game as the reviewer experienced it. It's really the fault of the developer or publisher if the version they give reviewers has issues.
