California appears to have used more specific language than Michigan in the application forms. Most states now seem to be rushing applications and payments through, planning to sort it out later and retrieve overpayments. I do know states are required by to randomly audit claims in the future.

And this is why I posted up the varying choices, it does not make sense why something covered by the federal government would vary state to state. Given that, some states to have included vague/broad qualifications
