I know what it "technically" means. But I have been in hospitals enough to know what everyone knows what it almost always means.

Mental health. Substance use. Autistic meltdown (in an adult - which I have seen and I used to work with him and he was a large man) and dementia.

And when it is an agitated family member or disgruntled employee that actually is mental health too. Really. Someone has been stressed for so long that their brain cannot take it. Their brain has been dealing with something - and it just can't anymore. They need help.

So in a very round about way, it's all mental health. Because it's all about the brain. The brain is the reason why these people are acting so out of the ordinary for the location they are in. The brain is causing them to put themselves and others at risk and they need help, medical attention, or a time out (maybe that's a charge) to deal with what is going on with the brain.
