1989 - NJPW @ Tokyo Dome 53,600 Fans, WrestleMania V 18,946 Fans
1990 - NJPW @ Tokyo Dome 63,900 Fans, WrestleMania VI 67,678 Fans
1991 - NJPW @ Tokyo Dome 64,500 Fans, WrestleMania VII 16,158 Fans
1992 - NJPW @ Tokyo Dome 60,000 Fans, WrestleMania VIII 62,167 Fans
1993 - NJPW @ Tokyo Dome 63,500 Fans , WrestleMania IX 16,891 Fans

Only a few years in that time where WWF was even. 1994 - 1998, NJPW ran Tokyo Dome 9 times, each drawing over 60,000 fans and even 70,000 at one point. WWE only drew over 60,000 fans 5 times before 2001, which was when NJPW started to really decline. More data can be found here, and you can see that NJPW heavily outdrew WWF in the 90s.
