I completed my fellowship last year (well, 2018), and when completing the oh-so-fun PLUS application, which has not yet been adopted by all states, I had to have 2,000+ postdoc hours. If you have already accrued the number of postdoc hours required by your board, subsequent work/hours are not required for my app. It's taking freaking forever, though, to receive approval from the board to even take the EPPP. It never ends. :)

Honestly, I don't have a definitive answer to your question, but you could always request a consultation with an APA ethics rep/person (forget what it's called). You're venturing into tricky territory. If I were in your position, I'd seek professional consultation for a definitive answer. I'd err on the side of caution.
