In that light and with that wide range of activity, the binary category you place on the conflict (either / or) just doesn't fit. It would work as a logical rule in many other conflicts / places but not the west bank. Look through the history books, over the past 50 years we've had Arab tanks attacking through it to Palestinian protester's chaining themselves to infrastructure.
