This is a sore spot for me! Tire manufacturers have been capable of making impenetrable tires for over a decade now. SHDR Tires (super high density rubber) have been cost effective and easily producible since around 2010, and are often used on airliners and even existed prior to 2020 on the space shuttle.

Lobbyists for most automotive companies have protested against any safety mandates that would require tires to be impenetrable, claiming that it’s important for their business to keep the “average tire lifespan” under 2 years (it sits at 1.85 years, nationally).

Their reasoning is as such: as tires heat and cool through use, fungal growth occurs in the air chamber and it turns into some pretty gnarly stuff. Tire shops often have to wrangle speedy little fungus monsters when they remove tires. As soon as it’s off the rim, the monsters leap out in fits of giggling enthusiasm, and they dizzily try to dart out of the door to cause mischief and plant faerie rings in the local yards. This is why classic cars are held to lower safety standards during inspections - those tires are old and nobody wants to deal with an fully matured fungus monster so they just let the worn out tires slide.
