I don't really think you can compare America with Europe as a whole. For example, countries like the UK, Spain, Portugal, Sweden, Denmark, Norway, Finland, Belgium, Netherlands etc. are all less sceptical than the US and have higher vaccine coverage.

Countries like Ukraine, France and Italy do not. Regarding your first link, out of the 34,000 cases of measles, 25,000 came from Ukraine. Europe also has more people, and a higher population density, meaning just because there are more cases, doesn't mean the anti-vax movement is stronger.

More importantly, however, is the damage an anti-vax movement does. European regulation and laws are far more brutal towards anti-vaxxers than American equivalents. Just because parts of Europe may have more sceptics than parts of America, doesn't mean that those sceptics can actually do damage to the people around them. In many places, it's just downright illegal not to get your kids vaccinated.
