Pacing when your goal is slightly faster than the events pacers

Of your two options, I'd go with Option B.

If your goal half marathon pace is 8:45/mile, running the last five miles of a half marathon solo at 8:06/mile is simply not realistic, while running the time you've trained for is clearly within the realm of possibility.

That said, I'd look for Option C: find your own pacer.

This could be asking a faster friend to pace it for you, or simply placing yourself a little bit ahead of the 2 hour pacer in the starting corral, and chatting with people around you about target times ... you can then find a handful of people trying to run 1:55 and run together. You'll have to do more of the mentally taxing work of watching the pace, but a group of you taking turns to lead will be easier than going solo.
