It's far more likely that they actually don't have the capabilities. For years we've been hearing about how the FBI and NSA are tracking everything, and yet they have to resort to posting pictures and asking people to identify the culprits.

They're not omniscient. And they warned us that right wing terrorism was the greatest domestic threat.

This riot was unplanned, and caught everyone by surprise. Trump basically commanded them to march on the Capitol, and no one was expecting that. Now we know how far he will go to remain in office, and that is why more steps are being taken.

Never ascribe to malice that which is adequately explained by incompetence.
