A guy in a dress is funny because dresses aren't designed for the male body. A dress is designed to highlight a woman's curves, so a man in a dress is highlighting body parts that he doesn't have. Which is funny. Instead of breasts you see a hairy chest. On the other hand, a woman in male clothing is not funny because men's clothing are boxy and loose and non-revealing. Drawing attention to yourself is a key part to being funny.

Women in suits are seen as assertive because powerful people wear suits, and their suits are tailored to the shape of their body. A women in a man's suit looks off because it doesn't fit. There are dress-like clothing in other cultures designed for men, so if someone designed dresses with men in mind, then it wouldn't seem as ridiculous.
