The only thing that echo does in FCoB is make it so the people who already have the skill to farm it can clear it much faster and get their farm on much faster meaning they will be bored and ready to jump ship significantly faster leaving nothing but unskilled players still playing.
It doesn't help people who don't have any skill at this game farm it. 10% echo added I still gotta endure garbage parties wasting my time in order to farm things and it will be the same with 15% (Look at T9 as the perfect example for this. You have to start being verbally abusive and throwing people on your blacklist for joining your clear party and sucking or you'll have no chance in hell of clearing unless you get a lot of bored and kind hearted good players join you which is completely lucky). I mean trying to farm T13 in PF is a joke on my server and my friends who I used to run with are all gone.
Steps of Faith nerfs are hilarious I mean players only gotta put in a mild effort to clear it why is that such a problem? How can people be so bad it boggles my mind and makes me sad at the same time. Just... mild effort like "Hey Tommy! You and Joe will take the cannons and I will do the tower and hey tanks grab the adds!" But nope, not gonna happen.
These nerfs aren't going to make it any easier either because when the problem is players being too lazy to deal with anything that's not tank and spank, you have a community problem, not a content design issue. They could end up reworking all the game design so it is made for lazy people who don't want to do anything but then EVERYONE collectively gets bored at the same time and unsubscribes because you need consequences for failure in order to add interest to a game.
They should be putting more effort into getting the players to become better at playing their jobs and awareness and I don't really know how and I'm probably just living in a fairytale world assuming there is a way. I think I'm going to start going back to single player games exclusively where at least it's all me determining my success or not and don't have to stress myself out over issues relating to gamers who are completely incompatible with my play style of wanting to do my best at anything I play.
