Certainly all countries have been racist at some point? "National character" is a social construct that changes according to the reactions of the public to events. Nazi germany was fundamentally racist, and so were many scandinavian countries amid the development of eugenics theory. Shit went down in 1945 and beyond, yada yada, eventually leading to today where racism is highly frowned upon.

Australia has a racist minority, the white austtalia policy is a major event in our history, but we don't have race riots like LA in the 90s and we're slowly reversing this attitude. We are not fundamentally racist, as one could say that human rights are not fundamentally inheret to "a sense of moral good" - see nationalism, fundamentalism or even consumer choice
