Yes and no. I work at a Best Buy and I can safely say that they will try and push you into buying a Verizon plan with it or else they won't sell it to you. I've heard different from other stores but this is the majority of the mobile associates I talked to about it. I can't say for sure if your local Best Buy will be lenient about it.

The best way is to order it for pickup on bestbuy.com That way, they will have it waiting for you at store pickup and you can take it out of the store from there and replace the Verizon sim card with your current provider's sim. This is the way I ended up getting my Pixel 2 XL.

I do urge you, however, to try and just order on store.google.com In the long run, if you ever do decide to sell the phone, you'll have an easier time selling a "Google Unlocked" edition, assuming the Verizon bootloader will be locked as the 2 XL.
