So basically you can't benefit from it as the student/kid in that case I guess? only your parents would (which is not transferrable or w/e?)

so i basically conclude that a US citizen (regardless of dual citizen or not) who hasn't been living in the country would be paying out-of-state tuition for their entire college degree if they decide to go back for their education, in most cases.
