Unfortunately this isn't really completely accurate either. Most of the Indian and American intel community believes Pakistan committed the 26/11 terror attacks essentially to bait India into invading

Why would they want India to invade? Because they had problem with terror groups and such fighting the state, and they thought if India invaded the terror groups would turn their guns at India instead of the Pakistani state

It's unfortunately hard to predict how Pakistan will react in periods of instability. It seems that right now the current regime has decided to ignore India to focus inwards, but they just as easily could've done a similar "attack India to unite the nation" strategy
