Where does it say that BLMTO has the power to do that? Also, it sounds more like the program was outdated:

It says the program, which largely served high schools, had not changed in more than 20 years. The force says it conducted community consultations over the summer and found that change was necessary.

But yah, it's BLMTO's "fault" ...

Because instead of posting random articles you took 5 min to look up and post on the internet, I'm actually involved in my community and know what happening.

The only reason Peel Police triggered "consultations" was because BLMTO pressured them to do so.

They were also pressured to drop the program by those same activists. So they did.
