I've worked dealer support in a different market segment. I know that Tesla sells cars differently, but at my company, your buddy would stand a good chance of getting part or all of that covered. In the traditional automotive market, the OEM has a service rep responsible over dealerships in a geographical area who is empowered to spend corporate money to fix stuff like this. If Tesla is denying legitimate warranty claims, they're also probably leaving people like your friend in the cold, but he might want to make his case at the Tesla service place and asking if the regional service rep can goodwill the repair. Tesla might not work that way, but it's worth a shot.
