So, since you seem willing to take liberties with your assumption, let me double-down... I see zero identifying evidence that the human being (suggesting that the gender is not 100% visible & proven in the provided image) is acting in any official capacity. Prove me wrong.

What evidence do you take from a plain grey shirt? The holstered weapon is not evidence of any official capacity; open carry is not illegal in NC. Further, the lack of any identifying insignia on the vehicle & the human renders any & all of your claims nothing more than speculation & conjecture.

As another has already responded, flashing lights are not solely installed in official police vehicles.
