Yep, afaik, what is considered fraud is stuff like using stolen identities or identities of others in general (some use relatives), claiming when you're actually working / earning money, and in rare cases, having a buddy on the inside hooking you up despite not qualifying. If they start going after people over small technicalities where the original criteria to qualify for PUA was broad, then the damage to people's lives and terror it will put many in (not knowing if they truly are qualified and may be next owing thousands) will be far worse than the "mistake." At that point, the blame needs to be on the state and fed govts for not being more strict initially.
