Unfortunately, they confirmed that there would be no characters who have a story to tell. Which means, ghouls npcs are still a possibility but, since they won't have a story to tell, it's unlikely that they would be highly interactive (except as vendors at best).

As for the scorchbeast, After watching the segment in the noclip, it looks like their existence will be the original incentive to get the launch codes of the nukes. so I'd say they're probably end game monsters ... which is weird considering that, in the video where players fight one, they all seem to have entry level gear and weapons (if you can fight a scorch beast with no armor and a pipe revolver ... what's the point? - but, maybe they were in god mode for the video or something like that-).

I hope there's some other end-game goal because the whole "seal the fissure" story doesn't seem very compelling to me. Who knows, maybe Mothman is the real end game enemy... or the flatwood monster.
