I agree he dosen't need nerfs (potenially small ones for the highest levels of play) but I think your reasons are a bit misguided at best.

He has 25% more HP than Tracer. Tracer gets hard countered- if you have a good stunner like Uther, you stun her then you kill her. Genji is only soft countered- he can often still escape, since he has multiple ways to cross terrain and Deflect.

Assuming Genji can land his triple Shurikens, his damage is good. Remember he can dash into Greymane, throwing triple shurkiens and weave autos, then Cyber Agility over terrain and he will have traded tremendously well thanks to Dodge. Taking no damage, he will do at least like 600 at level 7.

Only if the Genji is bad lol.

A lot of his power is pretty difficult to harness which is why he only has a good winrate at Masters and above. I personally would remove Dodge from his kit.
