How you ultimately decide to organize your specific workplace is up to you and your coworkers. There's a variety of different models. For example, most co-ops (kind of the modern example of a democratic workplace) have certain requirements such as tenure before someone can vote. Others vote for the board officials where workers in each relevant field elect the directors of their departments or managers. Still from an intern to the mail room if they're a part of the workforce then they're a part of what makes revenue for the company and should have a say in how the fruits of their labor are managed.

The framework honestly is pretty flexible, and allows for a variety of different structures depending on what's needed. The main feature is that it's democratically controlled. The people doing the work are the same people influencing the policy decisions.
