Performance review - can someone help me figure out what just happened?

Thank you so much for the insight! I feel the same way about our office and division being in a crunch - if I leave, my tasks are significant enough that it would be a huge burden to my office. And training someone to get to where I’m at right now would take three years, which would mean that for three years it’d be more about keeping their heads above water instead of moving things forward. I guess I just felt like by bringing up me leaving she was basically saying that the downsides of that weren’t enough to compel anyone to move things forward for me. But I do understand that resources and opportunities in one given place are limited.
