As for why that's the case, I don't really know for sure, but if I was being told to justify it, I'd probably point to how delegates are distributed to Congressional districts based on how many Democratic voters there are there (this is why one district in South Carolina has 3 delegates and another has 8 for instance) and say something like 'if it's close, we want to pick a nominee that has the support of the people who vote for Democrats in the general regardless of whether they turn out proportionately in the primary. if it's not close, distinctions like this won't matter'
